Can a tournament technical director use phone in the tournament hall?

As we all know, The Bilbao Masters 2016 is being held from  13th-23rd July. It is a double-round robin tournament  with top elite players -  The World Champ and World No. 1 - Magnus Carlsen ,  his future World Championship  challenger - Sergey Karjakin ,  Hikaru Nakamura, Anish Giri, Wesley So and Wei Yi.

 During the start of the 3rd round games, i noticed that at the start of the game, the tournament technical director -  Juan Carlos Fernández used his phone ( i believe a smart phone) right after starting and officiating the start of the 3rd round game between Magnus  and Sergey .

Magnus seems a little bit annoy and look at the audience ( perhaps towards his manager).

I believe the current law only prohibit the players and the spectators from using phone and others electronic gadget in the  tournament hall....of course the technical team need all the gadgets  to perform their duty.
